«DOCCU» project has the particular importance in the context of the civil service and education reforms in Ukraine. It also aims to strengthen the civil society through enhanced cooperation between the government, community and educational institutions.
The introductory welcoming speeches were made by Kostyantyn Vashchenko, Head of the National Agency on Civil Service; Holger Tausch, Director of the Swiss Cooperation Office in Ukraine; Marina Bilynska, vice president of the National Academy of Public Administration and Volodymyr Luhovy, First vice president of the National Academy of Pedagogical Sciences of Ukraine.
Kostyantyn Vashchenko noted that the development of the civil servants competencies and the local government officials is an important prerequisite for the successful reforms implementation in Ukraine. National Agency contributes to the implementation of the project principles and its realization among civil servants. More than 13,000 students have been trained on the development of civic competences. The next step in the project implementation will be master′s preparation in the system of public administration.
“DOCCU project has a particular importance in the context of supporting of the civil service reform and education reform in Ukraine. Overall, it aims at strengthening civil society through deepening cooperation between the government, community and education. However, it is particularly important that all the project activities are focused on education of a new citizens generation, who are responsible and active, in Ukraine” ̶ Holger Tausch said.
The future directions for project implementation were actively discussed by the council members. The important role of the civic competences, as a part of the Concept of a New Ukrainian School, was indicated in the speeches. The development of the civic competencies as crosscutting element includes receiving the knowledge, skills and values which are necessary for the life in modern civil society.
During the discussion the results of the first project phase were summarized and the strategic prospects of the development of EDC/OPL in pilot regions in 2017-2018 were outlined. All the categories of educators and managers will have the opportunity to improve their qualifications according to the EDC/OPL program, that is included in the curriculum of in-service teacher training institutes of the new pilot regions.
